Supporting the Ministry of Agriculture in Strengthening Agricultural Risk Management

As part of its ongoing support to the Ministry of Agriculture and Food Industry, APD Moldova organized a multi-stakeholder meeting dedicated to the development of an agricultural risk management framework within the National Agricultural Resilience Programme for 2027–2030.

The discussions brought together representatives of key public institutions, international organizations, banking sector, insurance companies, and agricultural stakeholders to explore solutions for strengthening the resilience of Moldova’s agricultural sector against climate and sanitary-related risks.

The meeting benefitted from a study prepared with the support of APD Moldova by French agricultural risk management expert, Professor emeritus Jean Cordier. The study assesses the current agricultural risk landscape in Moldova, provides best practices on risk management instruments from selected EU Member States, and presents four potential scenarios for improving risk management mechanisms in the Moldovan agriculture sector.

Participants exchanged views on the proposed options, highlighting the need to further strengthen the existing agricultural insurance system and discussing the potential role of a mutual fund as an additional risk-sharing instrument for farmers.
