APD Policy Brief No. 4: Risk Management Framework for Moldovan Agriculture

The fourth Policy Brief in the APD Moldova series examines the risk management framework for Moldovan agriculture, with a particular focus on insurable climatic and sanitary risks. As agricultural producers face increasing exposure to climatic adverse events and animal diseases that can affect production and income, the publication analyses the approaches adopted by EU Member States and draws relevant lessons for the further development of risk management mechanisms in the Republic of Moldova.

The Policy Brief provides an overview of the principal instruments available for managing agricultural risks, including agricultural insurance, mutual funds, public support mechanisms, co-insurance and index-based insurance. It examines the diversity of approaches across EU Member States and presents selected experiences from Austria, France, Greece and Spain, illustrating different institutional and financial models for addressing climatic and sanitary risks.

Drawing on these experiences, the publication identifies four potential reform options for Moldova. The proposed options consider the need for appropriate institutional arrangements, sustainable financing mechanisms and improved accessibility of risk management instruments for farmers.

By examining established practices from EU Member States and their potential relevance to the Moldovan context, APD’s 4th Policy Brief provides a practice-oriented contribution to the development of a more comprehensive agricultural risk management framework in the Republic of Moldova.
