Governance of Agriculture in the EU

The 2nd Policy Brief in the APD Moldova series focuses on the experiences from the EU Member States on agricultural institutions and building administrative capacities. Doing so, the policy brief focuses on the first two priority areas defined under the 5-layered recommendation structure of the 1st policy brief.

The policy brief covers the 5 most relevant institutions to administer the EU Common Agricultural Policy (CAP), food safety, and fisheries: (i) the Ministry of Agriculture, (ii) the paying agency, (iii) the farm advisory services, (iv) the National Food Safety Agency, and (v) the national agriculture research institutions. It also covers the requirements of the EU for building an agricultural statistical data base that is used for policy design and ensuring an effective administration.

 

By drawing on the experience of EU Member States, the Policy Brief outlines priority steps for Moldova, including strengthening human resources, improving agricultural statistics, advancing institutional reforms, and promoting knowledge transfer to farmers. These measures are essential for building a resilient agricultural administration capable of absorbing EU funds and ensuring compliance with the acquis communautaire.
