Study Tour on Agricultural Risk Management in Paris

The German-Moldovan Agricultural Policy Dialogue (APD Moldova) organised a study tour to Paris from 3–6 November 2025 to learn from the risk management framework for the French agriculture sector.

The Moldovan delegation was led by Deputy Secretary General Ina Butucel and included senior representatives from the Ministry of Agriculture and Food Industry (MAIA) and the Deputy Director the Paying Agency AIPA, Diana Coșalîc. The delegation met with a wide range of French institutions, including the Ministry of Agriculture and Food, the Chamber of Agriculture, the National Mutual Fund for Sanitary and Environmental Risks, the agricultural insurance company GROUPAMA, as well as organizations representing farmers, such as the Farmers’ Union and the Confederation of Sugar Beet Producers.

The program featured high-level discussions, guided visits, and interactive sessions with French counterparts, offering a unique opportunity to exchange knowledge on agricultural risk prevention, mitigation, and management, as well as to discuss mechanisms supporting farmers in addressing natural, economic, or climate-related challenges.

The visit enabled the Moldovan delegation to gain insights into effective, EU-aligned risk management practices, essential for strengthening the resilience and sustainability of Moldova’s agricultural sector. These experiences are particularly valuable as Moldova continues to align its policies and tools with European Union acquis, an important step in preparing the country’s agricultural sector for future participation in the EU Common Agricultural Policy (CAP).
