Designing a Risk Management Framework for Moldovan Agriculture

APD Moldova is contributing to the enhancement of agricultural risk management in the Republic of Moldova by supporting the Ministry of Agriculture and Food Industry (MAIA) with sound analysis and policy options for a comprehensive agricultural risk management framework for insurable climatic and sanitary risk.

A study was launched early February with the mission of the French risk management expert Jean Cordier, former Professor at the Agricultural Institute of Rennes (France), who is assessing the current situation of the types and occurrence of risks, assessing the impact of the risks on farm incomes, and is mapping the agricultural risk governance. During his mission, the French expert is conducting consultations with public authorities, relevant agencies, insurance companies, sectoral associations, and development partners, including FAO and the European Union Delegation, to support the alignment of Moldova’s agricultural risk management system with EU regulatory and policy frameworks.

The study aims to draw from best practices in the EU Member States and conceptualizes a set of policy recommendations. The study will be finalised in spring 2026, and will be subject to broad consultations.
