APD Moldova Contributes to OECD PROGRESS Workshop on Agricultural Risk Management
Within the framework of the two-day PROGRESS Workshop, held at the premises of the Organisation for Economic Co-operation and Development (OECD) in France, participants discussed approaches to supporting Armenia, Azerbaijan, Georgia, Moldova and Ukraine in their transition towards climate-oriented, resilient and green economic development. As part of the Moldova panel, APD Moldova presented its recent policy work on designing a new risk management framework for Moldovan agriculture.
The panel brought together Ms. Ana Coutinho, Head of Climate Change, Environmental Measures and Risk Management at the Ministry of Agriculture and Food Industry; Ms. Svetlana Lupascu, Executive Director of the Union of Insurers of Moldova; Mr. Vladimir Erhan, Deputy Director at Eurocredit Bank; and Prof. Emeritus Jean Cordier, agricultural insurance expert. The discussion focused on the challenges facing Moldova’s agricultural sector and the need for more effective instruments to address increasing climatic and sanitary risks.
Participants highlighted that the current agricultural insurance system lacks attractiveness to farmers and does not adequately cover the scale of annual agricultural losses caused by climatic and sanitary risks. In this context, the potential introduction of a mutual fund addressing systemic risks, such as for drought, was discussed as a complementary instrument to the existing agricultural insurance system.
The exchange reaffirmed the importance of evidence-based policy dialogue and cooperation between public authorities, financial and insurance institutions, farmers and international experts in strengthening the resilience of Moldova’s agricultural sector.
