Supporting MAIA in Strengthening Administrative Capacities for EU Integration

As part of our ongoing support for the Republic of Moldova’s EU integration efforts, the German-Moldovan Agricultural Policy Dialogue (APD Moldova) organized a workshop for representatives of the Ministry of Agriculture and Food Industry (MAIA) and the Agency for Intervention and Payments for Agriculture (AIPA), focused on best practices in governance for the agriculture sector in the EU.

During the workshop, the Team Leader of APD, Hans Kordik, presented the key institutional requirements for Moldova to align with the EU acquis in the fields of agriculture and food safety. The workshop highlighted that strengthening administrative and institutional capacities must be prioritized, as policies are only as effective as the institutions that deliver them. Several recommendations for the short and medium-term, including investments in human resources at MAIA and AIPA, the establishment of a Managing Authority for future CAP Strategic Plans, enhancing statistical capacities, the operationalization of the Agricultural Chambers, and the implementation of the Farm Sustainability Data Network (FSDN) were discussed.

From the side of MAIA, Secretary General Sergiu Gherciu emphasized the significant role the ministry plays in EU accession, noting that more than half of the EU acquis relates to areas under MAIA’s responsibility, while nearly one-third of the EU budget is dedicated to agriculture and rural development. This underlines the need for efficient institutions and well-prepared specialists to manage EU processes and funds.
